| Appearance: Lucci is a man of average height, with a very muscular form due to a lifetime of physical training. He has long, black, curly hair, which he usually has tied back. He has very distinct eyebrows and a beard- all pitch black, in shapes not normally seen. These are due to his ability to change shape- they appear perfectly normal as spots on a leopard. He almost never smiles- occasionally he'll smirk, especially if he's in the midst of a fight or a fight's obviously approaching, although he also smirks on occasion simply because he's amused. He's normally seen wearing a black suit with a white tie, along with a matching top-hat. His pet pigeon, Hattori, normally is perched on his shoulder (and can even be seen there when Lucci is in his half-leopard half-human form). Lucci has a tattoo of a square with an "x" in it on each arm, as well as an incredibly distinct scar on his back in the shape of the World Government flag. I really have no clue how to describe his half-human half-leopard form, so here's a pic instead. His full-leopard form looks like a normal leopard, with a scar on its back- his eyebrows don't stand out as much in this form, as he's so heavily spotted, and his beard and tattoos are absent. Personality: Lucci is cold and calculating; he normally shows little to no emotion, and when he does it's usually just a vague irritability. He is capable of being amused by things, and even laughs outright at times, but it's very rare; it's much more common for him to simply glare at you blankly. There are some things that can cause him to anger- one of these is CP9's incompetent director, Spandam, and another is his fellow CP9 agent Jyabura. Other than that, he keeps his cool, unless he finds himself almost truly defeated, at which point his more feral instincts (those of his leopard-form) show through. Lucci is very intelligent, able to concoct long and detailed plans for his and his teammates' missions, and is very good at finding and utilizing his opponent's weaknesses. He doesn't normally talk much, but if he decides to talk, he normally goes on for some time- typically about whatever he's just found out about you, or how you're going to be utterly defeated by his next move. Lucci enjoys all things about being an assassin. He enjoys killing. He enjoys hurting people. He enjoys blood. He has no qualms about telling this to people, although his fellow agents seem to share his sadistic tendencies and don't mind his. Despite his oddities, he is a capable leader, and the other agents (even Jyabura, who normally doesn't get along with him at all- Lucci is a cat (leopard), and Jyabura is a dog (wolf)) all seem to respect his opinions and strategies, and follow through with them- something that they don't do for their so-called director. |
| Abilities/Strengths: Lucci has eaten a devil fruit, the "neko-neko no mi, model: leopard". Devil fruits grant the eater an ability, while taking away their ability to swim. This fruit is a zoan type, a type which allow the user to transform into an animal- they have three forms in it, their original form, a full-animal form, and a half-form. Lucci's fruit gives him the ability to transform into a leopard at will, as well as having a half-leopard half-human hybrid form. Lucci is also a master of rokushiki ("six forms"), a martial art fighting style known to only a few in the entire world. He has the most mastery of the style of all the current members of CP9. The six rokushiki are: geppou ("moon step"), the ability to jump off of the air itself, allowing the user to stay in the air indefinitely; kami-e ("paper drawing"), the ability to cause one's body to become as limp and versatile as a piece of paper, allowing the user to dodge attacks; soru ("shave"), the ability to move at speeds so fast the user appears to be teleporting; tekkai ("iron mass"), the ability to cause one's body to become as hard as steel, allowing the user to nullify damage from attacks; rankyaku ("storm leg"), the ability to slice through the air itself with a kick, creating a massive shockwave to harm the opponent; and shigan ("finger gun"), the ability to jab the opponent so quickly with one's finger that a wound mimicking a bullet wound is created. Lucci also has upgrades to these skills, but he has so many I'm not going to list them here- there's a list of all the rokushiki variations (including Lucci's) here, though, if it matters (his are scattered throughout the page, but they're always first in the section, if it helps). Lucci also, due to his mastery of the rokushiki, has the ability to use the rokuougan ("six king gun") technique, the most powerful move in the fighting style, in which the user blasts the opponent at close range with power absorbed from previous attacks, but he doesn't use this often as it harms him as well as tiring him greatly. Lucci's cold and calculating personality is a large advantage in a normal fight, as he rarely loses his cool. He has great stamina, particularly in his hybrid form, and can long outlast most opponents. Lucci is the most powerful person in CP9 history, with a douriki (power rating) of 4000 (in comparison, an unarmed soldier has a douriki of 10, and the second-most powerful in the current CP9 has a douriki of 2200). Lucci is an excellent spy, and has gone undercover countless times to accomplish his missions. Lucci also is an accomplished shipwright and ventriloquist. Weaknesses: As is the case with everyone who's eaten a devil fruit, Lucci cannot swim. This weakness is to the point that, if in waist-high water, a devil fruit user can't use their abilities at all, and cannot even move if the water is over their head. This weakness carries over to a mineral called "seastone", which is supposedly the essence of the ocean- if in contact with seastone, devil fruit users become weak and unable to use their abilities; seastone handcuffs and prison cells are incredibly common in the world for this very reason. While in his hybrid form, despite it being his most powerful form, Lucci has the serious disadvantage of being incredibly slow- even though he's supposedly half-human and half-leopard, he's huge and bulky, making his normally agile movements slow and clumsy. His human form doesn't have this disadvantage, but is not as powerful as the other- he is probably on par strength-wise with most over-powered anime main characters. Tekkai takes time to put in place, and can be broken with a strong enough impact, leaving Lucci temporarily out of commission. The shockwaves caused by rankyaku can be easily predicted and dodged, as they follow a set pattern, while shigan requires Lucci to be right next to the opponent. Lucci's arrogance is also a big weakness, and what caused his defeat in the first place- he knows he's strong, and doesn't think he can be defeated. He doesn't believe in "the power of friendship" or anything of the sort, and thinks people who do are pathetic, another thing that contributed to his defeat. |
| History: Ever since childhood, Rob Lucci has been trained as a government spy- it's unknown how old he was when he began his training, but it is known that he became part of CP9 before age 13. He learned how to use the rokushiki; he learned how to be an assassin; he learned what "justice" really meant to those high in the ranks of the World Government. But even at a young age, Lucci didn't care- he simply enjoyed blood and killing. At one point, a pirate crew attacked a small kingdom. They managed to capture the entire army, and gave the king a choice: either surrender the throne and save the hostages, or keep the throne and allow all 500 soldiers to die. The king, being a fair and just king, was on the verge of surrender- after all, it was worth it to save his people. But he didn't want it to come to that, so he asked the World Government for help. And the World Government gave them help- in the form of a 13-year old Rob Lucci. He infiltrated the pirates' base, and murdered all of the hostages. When the pirates realized, they were furious and attacked him- they fired cannon balls at him, and he was caught in the explosions. Yet he still stood, approached the pirate captain- and assassinated him, thus ending the crisis. The cannonballs left him with his unique scar on his back. The few who knew of what he did see this event as a prime example of what Lucci is- calm, dedicated, and a powerful killing machine. Though because of what CP9 is, not many were privileged to know of what happened. There are supposedly 8 Cipher Pol units, numbered 1-8; these units work as something of a police force throughout the world, assisting the marines in keeping order. What only the highest ranking of marines and World Government agents know, however, is that there is, in fact, a secret, ninth Cipher Pol- Cipher Pol No. 9, or CP9 for short. CP9 still works to keep order in the world; however, all of its work is done in secret. This is because CP9 deals with cases in which a normal police force would not work; cases in which the World Government should not be dealing with; cases in which, if their involvement were known, it could cause an uprising among the citizens. CP9 are the assassins of the government- they are often considered to work for "dark justice", killing those that the World Government sees as a threat. Its agents are trained from a young age in the arts of stealth and assassination; they learn rokushiki as children, and continue to become stronger their entire lives. CP9 is looked upon (by those who know of its existence) as an elite fighting force; its members are the strongest fighters the government employs, possibly rivaling the three marine admirals themselves. And in the entire history of CP9, the best of the best, one man stands far above the rest as the strongest agent ever- and that man is Rob Lucci. Not much else is known about the next ten years of Lucci's life. But the mission he began those ten years later is the one that caused his eventual defeat. The director of CP9 was a man named Spandam. Spandam knew that the city of Water 7 was governed by a man by the name of Iceburg, a man whom the citizens of the city adored. This man also happened to be the president of the renowned Galley-La Company, a company of shipwrights. The Galley-La Company was so good at their work that even the World Government came to them for ships. Spandam, however, knew something else about Iceburg. Iceburg was in possession of a set of blueprints for making a weapon of mass destruction, Pluton. Spandam wanted these blueprints so that he could build Pluton and destroy all the pirates in the world. So, he sent four of his agents- Kaku, Kalifa, Blueno, and Lucci- to infiltrate the city, find the blueprints, kill Iceburg, and leave. However, due to the nature of the mission, it took a very long time- five years. During that time, Blueno became a bartender, Kalifa became Iceburg's secretary, and Lucci and Kaku became shipwrights for the Galley-La Company- all in order to get close to Iceburg and his apprentice, Paulie, so they could complete their mission. While undercover, Lucci took on the persona of a shipwright who never spoke himself- he instead only "spoke" (using ventriloquism) through his pet pigeon, Hattori. After the years passed, the agents were almost within reach of their goal- and then an unexpected event occurred; the Strawhat Pirates, who now had Nico Robin on their crew, arrived in Water 7. Nico Robin was considered a dangerous criminal- she was the only survivor of the island of Ohara, and is the only person able to read the language written on the Poneglyphs (large stone tablets from an ancient culture- written on these tablets are the blueprints to several legendary weapons, Pluton included). So CP9 changed their plans to include Robin as well- she was convinced that every group she traveled with would be harmed if she stayed with them, and didn't want that to happen to the Strawhat crew, so she was easily convinced to come with them quietly. And so they were finally ready to get the blueprints. They infiltrated Galley-La's headquarters in the dead of night, and would have made off with the blueprints quietly- except for the pirates. Trying to get back their crewmate, the crew (along with Iceburg's apprentice Paulie, who had thought he was close friends with Kaku and Lucci) went to the headquarters as well, only to find Robin and the newly unmasked CP9 about to kill Iceburg to get the blueprints. They saved Iceburg, but were unable to stop CP9 due to their rokushiki- as well as Lucci's revealed devil fruit abilities. CP9 escaped, and went after the true holder of the blueprints- Iceburg's fellow apprentice under the legendary shipwright Tom- Franky. After arriving they arrested Franky (as well as one of the other members of the pirate crew) and left towards Enies Lobby, the World Government headquarters and base of CP9. On the train to Enies Lobby, one of the other pirates (who had snuck onboard after seeing the prisoners) freed Franky and Usopp and attacked the soldiers and agents on the train. They managed to defeat everyone on board- including CP9's newest recruit, Nero- except for the four agents themselves. They managed to get Robin to safety (with Franky's sacrifice) and detached the train cars, only to have her taken yet again by Blueno (who had the ability to create doors in the air itself (don't ask)). CP9 continued unhindered back to Enies Lobby, where they reunited with the other agents and their director. And then the pirates arrived at Enies Lobby. They had come to retrieve Robin- something nobody had predicted. They declared war on the World Government itself, lighting the flag on fire, and swore to come save Robin. Spandam, scared mostly for his own life and chance of a promotion, ordered Lucci to accompany him, and escaped with Robin in tow. The other agents stayed behind to fight off the pirates. After some time, though, Luffy (the pirate captain) caught up to them- and Lucci stayed behind to fight, allowing Spandam and Robin to continue on. Lucci and Luffy fought. And fought. And fought some more. And it took a very, very long time, because being a shounen series Luffy used something like two different power-ups and Lucci used power-ups and then they fought some more and freaked out marines, and then there was flashback to Lucci killing the hostages when he was a kid, and then more fighting (this goes on for something like... 10 episodes at least, but the details are pretty unimportant), and then... well, Luffy goes down to rokuougan, and Lucci is sure that he's finally defeated him. But Luffy's friends are nearby, and they see him defeated- and Usopp, who had left the crew due to his own stubbornness, calls out to Luffy, telling him that he can still do it, that they can always do it, that they have to save Robin, they can't let her be taken away from them. And this (through the magical power of friendship) gives Luffy the strength he needs to stand up... and he catches Lucci- who was sure he had defeated, possibly even killed Luffy- off-guard, and hits him with his most powerful attack. And so Lucci was defeated... The island of Enies Lobby was being bombarded by marine ships (due to a blunder on Spandam's part; he had been granted the temporary privilege of invoking the Buster Call, an incredibly powerful attack, but what started the attack was a simple Den-Den Mushi (equivalent to a telephone); he meant to call the other agents on his own phone, and accidentally turned on the other instead, causing the attack (which he had initially only had on hand to use as a threat) to begin). This bombardment was supposed to kill all criminals on the island, but unfortunately for the government, this also included any of their own men who happened to remain on the island... And so Lucci was killed in the Buster Call attack. |
